What it's for
Silk survives a machine far better than its reputation suggests. What it doesn't survive is being dragged against a zip or wound around an agitator. A mesh bag keeps the piece contained and lets water and detergent through. Cool cycle, silk or wool detergent, and line dry after.
Note this is mesh, not silk. It's laundry equipment for looking after the silk, not another piece of it.

Can it go in the machine?
Yes, on a cool delicate cycle, and it comes out fine. Air dry it afterwards rather than putting it through a tumble dryer.
